• What they have in common is the fictitious real identity on the user page. Text on zh:User:Alexander Windsor is overlinked like zh:Special:PermaLink/66593942#中华人民帝国皇帝：习近平.
• Alexander Windsor was registered 4 days after 陈文清是清 indefinitely blocked.
• Similar interests: Imperial China by Alexander Windsor and "People's Empire of China" on other two's user pages; CCP politicians (许其亮 & 刘云山); Japanese people (古贺峰一 & 相馬康一).

I did not see differences in their contributions, actually. I do not know why no admins blocked them. Maybe no admin noticed that report (it sometimes happens in Zhwiki). Yes, such investigations are possible. Note that when I mention that a steward cannot reinstate the actions of the WMF, I do not mean that investigation is impossible or it is impossible to derive the results of an investigation within the limits of the technical data I can ascertain. It just means that there is nothing I can do about their actions, and that inquiries should be made there. Well, I guess I didn't express exactly. Blame my English skills. "The information T&S and I have is different" means "may be different". As a community steward, the data I have access to is not as much as theirs. Therefore, it must be said that WMF's analysis was based on more data than mine. I haven't reviewed the data yet and I don't think this checkuser is necessary as WMF has already banned the account. Template:Ping Hi! I guess Template:Noping was blocked on ruwiktionary as a suspected sockpuppet of Template:Noping. And now he surely wants the CUs to disprove this accusation. As I had the "pleasure" dealing with the both users in the past, I can say that Template:Noping and Template:Noping are two different people, but working together - advocating for each other. P.S.: Template:Noping was indeffed by me for systematic disruptive behavior on ruwiki. Disruptive behavior was also one of his block reasons on ruwiktionary ("флуд" - disruptive behavior). Я не сокпаппет. Я создал в викисловаре 74 страниц из которых только 10 удалено, поулучшал множество страниц, отменял вандализм и сообщать о нём администраторам (они блокировали потом вандалов на 3, 6, 12 месяцев).
